Project Phase Roadmaps, also known as Sprint Plans, are maps of work across teams over a given timeline. They show an estimate of what work is going to get prioritized in each future iteration. They're not precise, and they change every week, but they provide a picture of short-term delivery into the future.

Project roadmaps are valuable because they introduce clarity about what kind of work the team is estimated to be doing in their near future. It may always change, but it provides a visual for teams to reference when they need to know what's coming.
Everyone across all functions should get together to make the project roadmap. They need to agree to project goals and project deliverables before breaking down the work.
They, as a self-organized team, are the ones who control the priorities depicted on the project roadmap. They consult together in what should be provided on it.
The Project Manager and Product Owner functions own the project roadmap together. Project Managers are accountable for ensuring the project's on schedule, and product owners orchestrate the work required for the team to deliver the goals they want to achieve. They both work together to oversee the project roadmap and collaborate with the team on it.
